First list of terror groups on trade ban released

Prague - The Czech government produced for the first time a list of terrorist organizations with which trade is prohibited.

The list is valid immediately.

For organizations such as Al-Qaeda, the government opted for a common European approach, seeing an EU directive as sufficient.

Outside and inner enemies

Al-Qaeda is considered to be an "outside enemy".

"Organizations such as ETA or IRA are inside enemies, active within the EU. Each country has to adopt its own norms," explained Deputy Finance Minister Jan Málek to Aktuálně.cz.  

The Czech Republic produced the list of organizations linked to terrorism with a delay, since Prague had been waiting for the decision of the European Court of Justice.

A fine of 2 million euro

The court has only recently - at the end of 2007 - set conditions for lifting sanctions against persons and corporations.

Since the very beginning, the issue was marked by disputes over the question of how to apply such measures in respective states as well as over the issue of legality of including these "European" subjects on the list, explained the government in its report.

Those who violate the regulation can be fined with as much as 160,000 euros. For legal entities the maximum fine is 2 million euros. 

Reserving the right to make changes

The regulation is connected to the law on international sanctions.

The list is open, thus entities and organizations can be removed from the list while new ones can be included in the future.

"The regulation will be published in the compiolation of laws, so everybody will be free to read it," added Málek.
